STATE DEPARTMENT: UM, ISIS AGENTS ARE POSING AS REFUGEES

US Department of State spokesperson John Kirby has finally confessed to a truth long denied by his leadership: the Islamic State (ISIS) is using refugee flows[1] to infiltrate the West.

"I wouldn't debate the fact that there's the potential for ISIS terrorists to try to insert themselves, and we see that in some of the refugee camps in Jordan and in Turkey, where they try to insert themselves into the population," Kirby said[.]

As usual for a member of the Obama administration, Kirby did not note that this admission represents a major departure from the talking points long defended by his leadership and its allies in the press. Last year, the argument was that terrorists among refugees were a statistical nullity.[2] Some went so far as to claim that "not one" terrorist[3] had appeared among refugees resettled since 9/11, a claim that the Washington Post's fact checkers gave only two Pinocchios - not because they couldn't find numerous terrorists among refugee populations, but rather because they could cite "technicalities" in determining who qualified as a terrorist.

The Central Intelligence Agency debunked that claim[4] in June, with Agency head John Brennan warning of ISIS using refugee flows to move "teams" of terrorists into the country for attacks. The State Department's admission also follows a statement by American four-star general Philip M. Breedlove, Supreme Allied Commander, Europe, that ISIS terrorists are in his refugee flows "daily."[5] He said that ISIS was "spreading like a cancer" by the use of refugee flows into European nations. By July, the German government was monitoring hundreds of Islamists and had dozens of refugees[6] under investigation for terrorist ties.

For now, the State Department is still standing by the claim that its "vetting process"[7] can stop ISIS terrorists from infiltrating America. This claim does not hold water.

The visa system has two major problems.... The first one is that all the various steps that they talk about at such length require access to records that do not exist. "Before prospective visa holders even arrive at a U.S. Embassy or consulate for an interview, their names, photographs, fingerprint and other data such as marriage licenses are first validated," we are told. Now, photographs and fingerprints can be validated in the absence of records by taking new ones. How do you validate a "marriage license" from Syria right now? Its records have been destroyed in the war, and its few remaining public officials are (a) too busy fighting a war to handle records requests, and (b) no longer in any sense an American partner, as we have long opposed the Syrian regime for waging chemical warfare on its own population. They have no reason to help us, and even if they wanted to help us, they have no power to help us....

The second problem, though, is that refugees admitted first to Europe won't require a visa anyway.[8] Under the visa waiver program, anyone holding a passport from most European nations are admitted with no visa scrutiny at all. All that happens in these cases is a reference to "Advance Passenger Information and Passenger Name Record information," databases that depend entirely on what the refugees told their original country of refuge.

What is wrong is not that there isn't a huge and expensive system with lots of box-checking steps. What is wrong is that all those steps by all those bureaucrats have no connection to reality.

As the linked article notes, the vetting process also has an additional major flaw as a means of preventing Islamist terrorism: children. Studies consistently show that second generation immigrants are more than twice as likely to radicalize[9] as their parents. No vetting system is going to catch that.

The issue presents a major embarrassment to both the current and prior Secretaries of State, John F. Kerry[10] and Hillary Clinton.[11] Their immigration and refugee policies have led to significant vulnerabilities for the United States. For a long time, the State Department and their allies in the press defended them from having to take responsibility for their choices as Secretary of State. Now, even the State Department can no longer deny the evidence of their eyes.
